Kevin Parker spent twenty years with the FBI investigating criminal and national security cyber intrusions, counterintelligence matters, and complex financial crime. He served on the FBI Cyber Action Team, led Evidence Response Teams in the United States and internationally, and testified in federal criminal trials. He now advises businesses, law firms, government contractors, and private clients through Blacksuit Consulting, where every engagement is led by him personally.

Cyber Intrusion and Counterintelligence

Kevin served as lead agent on state-sponsored computer intrusion investigations, identifying multiple foreign threat actors and enabling the FBI to notify targeted U.S. businesses before social engineering and network exploitation campaigns were launched against them. That preventive work — reaching victims ahead of the intrusion rather than after — became a defining theme of his career and remains the organizing principle of his consulting practice.

He directed investigative strategy on FBI and interagency cases spanning criminal and national security cyber matters, partnered with members of the U.S. Intelligence Community, approved investigative reporting, and set strategic objectives in complex, multi-jurisdictional investigations. He was selected to the FBI Cyber Action Team, the Bureau's rapid-deployment unit dispatched to major cyber incidents nationwide to collect evidence and stabilize compromised environments under time pressure.

His technical work included researching the tactics, techniques, and procedures used by cyber and intelligence threat actors, conducting malware analysis, and producing analytical reporting for executive management and interagency stakeholders. He designed and implemented a cyber threat intelligence platform that identified criminal phishing subjects and delivered actionable intelligence to investigations across the FBI — a capability that outlived his involvement and served cases he never personally worked.

The results were operational, not theoretical: threat actors and infrastructure identified, intelligence collected, adversary operations disrupted, and subjects arrested and prosecuted. Kevin's investigative work and courtroom testimony contributed to successful federal prosecutions, including cases resulting in life sentences.

Private Sector and Defense Industrial Base Liaison

Kevin spent several years as an FBI liaison to the private sector, serving in InfraGard and Strategic Partnership Coordinator roles. He was the primary FBI liaison to the Defense Counterintelligence and Security Agency (DCSA) and to a Defense Industrial Base portfolio of approximately 150 companies and universities.

In that capacity he conducted counterintelligence and cyber risk assessments, recommended security improvements directly to corporate leadership, delivered threat briefings to executive teams, and provided security awareness training to large audiences. He established a multi-agency counterintelligence working group to enable intelligence sharing and deconflict investigative efforts, and built liaison relationships with local security organizations to strengthen the protection of U.S. critical infrastructure.

That work is the direct antecedent of Blacksuit Consulting. Kevin spent years translating threat intelligence into language executives could act on, for organizations that had no security team of their own — and he does the same thing now, for clients who own the risk personally.

Evidence Response and Crime Scene Leadership

For more than ten years Kevin served on the FBI Evidence Response Team, first as a team photographer and later as a Team Leader. He supervised response teams through complex crime scene processing domestically and on international deployments, managing the collection of physical and digital evidence and ensuring the documentation and chain of custody required for admissibility. He also served as lead instructor training foreign law enforcement partners in crime scene management, and held an appointment as an FBI Training Division Adjunct Faculty Member.

This is the discipline that separates a competent technologist from a credible investigator. Evidence handling, chain of custody, contemporaneous documentation, and defensible methodology are not afterthoughts in Kevin's work — they are the starting conditions, whether the deliverable is a due diligence report for outside counsel or an incident timeline for an insurance carrier.

Litigation Support

Kevin has testified in multiple federal criminal trials regarding investigative procedures and defendant conduct. He prepared investigative reports and provided trial support alongside federal prosecutors — drafting affidavits, assembling exhibits, and contributing to courtroom presentation strategy.

For law firms, that means an investigator who understands what a report has to survive. Findings are written to be produced, defended, and cross-examined, not to impress a client on first read.

Cryptocurrency and Blockchain Investigations

While conducting computer intrusion and financial fraud investigations, Kevin integrated blockchain analysis into complex cases involving cyber threat actors, uncovering digital money trails tied to ransomware operations, business email compromise (BEC) schemes, and state-sponsored cyber activity.

To ground that work in operational reality, he built and ran his own cryptocurrency mining rigs — developing firsthand familiarity with consensus mechanisms, wallet structures, transaction verification, and the mining community itself. That practical grasp of how decentralized networks actually behave sharpened both investigative strategy and forensic accuracy, and it continues to inform his asset tracing and fraud recovery work today.

Background Investigations and Personnel Vetting

Kevin conducted background investigations of FBI applicants and political appointees, investigating irregularities in applicant background information and coordinating enhanced subject interviews with polygraph examiners. He held a Top Secret security clearance throughout his federal service.

For private clients, that experience supports pre-employment and executive due diligence, partner and counterparty vetting, witness location, and discreet fact development — conducted lawfully under Florida licensure, documented properly, and delivered without drama.

Engineering Foundation

Before the FBI, Kevin worked as a software developer and consultant, delivering professional services to clients nationwide, defining project requirements and timelines, coordinating delivery teams, and building client-server, web, and internal systems using C++, database, and IBM 3270 mainframe technology.

That decade shaped how he works. Kevin reads architecture, not just alerts. He understands what it costs an organization to change something, and he scopes recommendations accordingly — which is why his assessments produce prioritized, affordable action rather than a hundred-page finding list nobody will implement.

Work at Blacksuit Consulting

Kevin founded Blacksuit Consulting in 2023 to bring federal-level security and investigative capability to organizations that can't staff it internally. On the security side, that means Microsoft 365 assessments and hardening, identity and endpoint protection, incident readiness, and CMMC and GCC High preparedness for defense contractors and their suppliers. On the investigative side, due diligence and background investigations, and litigation support for counsel.

Engagements are deliberately narrow and led by Kevin personally from the first call through the final deliverable.
